NCR Announces Panel of Referees for the 2026-27 Season

Following the review of many great candidates, the NCR selection committee has finalized the Panel of Referees for the 2026-27 season. The referee panel will officiate over 60 regular season men’s and women’s DI matches, and over 40 postseason and Championship matches. 

The referee development panel is a cornerstone of NCR’s investment to grow the quality and quantity of referees. Now in its second year, NCR’s referee development is a rapidly growing initiative that will benefit all of rugby, especially as NCR referee programs are built to work in partnership with local referee societies.

NCR Referee Coaches

NCR has assembled an extremely experienced panel of coaches led by Simon Davies, who has officiated at the highest levels in rugby. Joining him is a group of former national panel referees who have refereed at the national and professional  levels of  rugby in the USA and Canada. Transferring this experience leads to an exceptional opportunity for the NCR Referee Panel.

NCR recently announced the official launch of the Collegiate Referee and Laws Committee (CRLC), designed to provide leadership, governance, and comprehensive oversight for referee operations across all NCR competitions. This follows a successful 2025–26 referee development pilot season that targeted high-performance pathways. 

The overarching goal of the CRLC is to improve both the quantity and the quality of rugby officials, elevating officiating nationwide. The CRLC is structured into seven specialized sub-committees, each focusing on a pillar of development and governance:

  • Training and Education 
  • Assistant Referee (AR) and Television Match Official (TMO) 
  • Evaluation 
  • Selection 
  • Laws 
  • Discipline
