National Collegiate Rugby has appointed Grant Frazier and Paul Miniclier as Co-General Counsel, reinforcing the organization’s leadership and governance as it continues a period of significant national growth. Both will report to the CEO, providing legal guidance across NCR’s expanding operations.

As NCR continues to grow, now serving hundreds of collegiate programs nationwide and investing in enhanced competition structures, broadcast capabilities, and student-athlete experiences, strong legal and governance leadership remains critical to sustaining that momentum.

Grant Frazier

Grant Frazier brings both elite legal expertise and a deep-rooted connection to NCR. An alumnus of the NCR pathway through its predecessor structure, he was a standout student-athlete at Pomona College, where he served as team captain, earned All-American honors, and helped lead one of the most successful small college rugby programs in the country. Professionally, he is the Managing Partner of Frazier Law PLLC, where he advises clients on complex litigation, corporate governance, intellectual property, and business strategy. Recognized nationally for his legal work, Frazier has also contributed to work published by leading institutions including Harvard and Georgetown, and remains actively engaged in civic and professional leadership.

Paul Miniclier adds decades of leadership across military service, law, and nonprofit governance. A graduate of the University of Notre Dame and the University of Miami School of Law, he served as a U.S. Navy officer specializing in deep sea diving and salvage before building a distinguished legal career spanning nearly four decades. His experience includes corporate law, litigation, insurance defense, and disaster-related claims, alongside extensive involvement in youth and national rugby organizations. Miniclier brings a strong commitment to service, strategic planning, and advancing the sport at all levels, along with valuable experience in governance, compliance, and organizational development. 

In their roles, Frazier will work closely with the Audit Committee on matters including financial oversight, corporate governance, and regulatory compliance, while Miniclier will support the Compliance Committee with a focus on player safety, policy review, and operational integrity.
