● Book hotel by September 13. The All Star event is a stay-and-play tournament, and it’s mandatory that all teams stay at a tournament hotel as part of Inspire Sport’s lodging/transportation and meal package. The expectation is that ALL teams arrive by Thursday, January 15.


● Finalize staff by October 3.


● Send Nomination Forms to coaches October 30.


● Book team flights by November 30.


● Finalize rosters by November 30.


● Submit travel itinerary to Tournament Director by December 13.


● Submit PEV forms to eligibility@ncr.rugby by December 20.


● Complete on-line broadcast forms by January 10. No practice times will be assigned until both PEV and broadcast forms are submitted. Link to come.


● Pre-order tournament T-shirts by December 31, 2025. Link to come.

● Review Field Policies.

Team Staffing

● Each team must have a minimum of one coach and no more than five coaches who are directly responsible for coaching and administrative tasks.


● Each team must have a dedicated manager who will serve as the main Point of Contact and be responsible for all team logistics and for complying with all policies, procedures, and deadlines.


● Additional “shadowing” coaches or staff are welcome to participate with the team.


● All coaches must be registered with NCR and meet all coaching eligibility requirements.


● The coaching staff should work to include at least two new staff members each year.

Player Selection

● Players must be registered and meet all eligibility requirements in order to be selected for a regional team.


● All-Stars team composition should be representative of all divisions (Division I, I-AA, II, and III)

- Maximum roster size 28 players; 25 players can be rostered for each match
- Roster should include a minimum of five players from Division II and III


● Rising Stars team composition should be representative of all divisions (Division I, I-AA, II, and III)
- Maximum roster size of 28 players; 25 players can be rostered for each match
- Roster should include a minimum of 5 players from Division II and III
- All players must be First Year or Sophomores.


MASTER NOMINATION FORM is to be used by all staffers to collect player referrals and interest.

Match and Off Field Kit

● All players and staff from the All-Star teams are required to purchase player’s match AND off field kit from Paladin Rugby with the designs approved by NCR.
- The kit must include the NCR logo and the NCR All-Star Tournament Logo.

Team and Player Funding Sources

● Teams should pursue alternative means to funding participation in the All-Star Event in order to reduce the cost for players and programs.

○ Sponsorship and sponsorship placement on playing kit must be reviewed and approved by the tournament.
○ The NCR Logo and NCR Tournament Logo will be on the sleeves of the playing jersey.
