7's:
- Matches are all to be 7-minute halves with a 1-minute half time.
- In the event of a pool play match being tied at the end of normal time, the score stands. If there is a tie during knockout stages, extra time will be played until a winner is determined. Extra time will be in periods of five minutes. After each period the teams will change ends without an interval. In extra time the Team which scores first will immediately be declared the winner without further play. The Team that first kicked off will do so again in the first period of extra time, and subsequent kick-offs will alternate between the two sides.
- The tournament roster (maximum of 15 players and 3 coaches, 1 medical and 1 media person) must be submitted prior to arrival at the All Stars.
- The 12-person NCR Match Roster shall be submitted to the No. 4 table two games prior to kickoff.
- All matches are governed by the "Seven-a-Side Variations" to the current World Rugby Laws of the Game Rugby Union. There is a limit of 5 player movements in each match.
- Players may only play for one team in the tournament. A team that uses an ineligible player will forfeit that match and be subject to additional disciplinary actions by NCR.
- A player sent off (red card) during any match is ineligible for the remainder of the tournament, unless the red card is a result of two yellow cards in the same match AND one of the yellows was the result of a repeated team offense. All red cards shall be reported to the Match No. 4 Official and the National Committee.
- Players/teams wishing to appeal a red card will have 1 hour to appeal it by emailing Discipline@NCR.rugby and must provide video evidence.
- Kicks for goal must be taken from within the pitch NOT on the outside of the dead ball line.
- After a try is scored, the conversion kick, either place-kick or drop-kick must be taken within 30 seconds of the try being scored. After a team's conversion attempt, the same team restarts with a drop kick on or behind the centre of the half-way line. The restart kick must be taken within 30 seconds from the time a conversion has been taken or declined, or from the time a penalty goal or dropped goal is kicked.
- Any team arriving more than 2 minutes late to the scheduled coin toss time will forfeit the match.
- The coin toss will take place at half time in the preceding match on the match field's technical zone to determine kick off.
- All players, coaches and spectators must abide by the NCR Code of Conduct, Field Policy, and Technical Zone Guidelines.
- Any acts of foul play will be reviewed under Regulations 17, 18, and 20 of the World Rugby as modified for 7s.
- NCR Medical Team have final authority regarding injury assessment and “Return to Play” determinations.
Pool Structure:
- The Sevens tournament will consist of 18 teams, divided into three pools of six teams.
- Each team will play three pool matches.
- Due to the limited number of pool games, not all teams within a pool will play each other.
Match points during Sevens pool play will be awarded as follows:
- Win: 4 points.
- Tie: 2 points to each team.
- Losing Bonus Point: 1 point for a loss by 7 points or fewer.
- Try Bonus Point: 1 point for scoring 4 or more tries in a match.
Advancement to Bracket Play:
- The top two teams from each pool (6 teams total) will qualify directly for the Cup Bracket.
- In addition, the two highest-ranked remaining teams across all pools (“best 7th-place finishers”) will also qualify for the Cup Bracket.
- This will result in 8 teams total advancing to the Cup Bracket.
- The remaining 10 teams will advance to the Plate Bracket
Determining Pool Rankings:
- Total match points earned.
- Point differential.
- Total tries scored.
- Fewest points conceded.
- Coin toss or tournament director decision, if necessary.
Determining the Two Best 7th-Place Teams:
- Because teams play a limited number of pool matches and schedules may differ, the two best 7th-place teams advancing to the Cup Bracket will be determined using the following criteria, in order:
- Total match points earned.
- Point differential (points scored minus points conceded).
- Total tries scored.
- Fewest points conceded.
- Coin toss or tournament director decision, if necessary.
XV's:
- All 15s Matches will be 25-minute halves with a 5-minute halftime.
- If a match is tied at the end of regulation, the score stands as a tie.
- The 15s All Star weekend roster (maximum of 25 players and 3 coaches/non-player personnel) must be submitted prior to arrival.
- The 25-person Match Roster for each match shall be submitted to the NCR Regional Rep or No. 4 table no later than one hour prior to kickoff.
Substitution Rules & Rosters:
- All 15s matches will have open subbing.
- A team that uses an ineligible player will forfeit that match and be subject to additional disciplinary actions.
- A player sent off (red card) during any match is ineligible for the remainder of the tournament, unless the red card is a result of two yellow cards in the same match AND one of the yellows was the result of a repeated team offense. All red cards shall be reported to the Match No. 4 Official and the National Committee.

- If two or more teams are tied on match points, final standings will be determined by 1. point differential and 2. total tries scored.
